Transforming Pennsylvania’s Industrial Future

Reducing Industrial Sector Emissions in Pennsylvania (RISE PA)

What is RISE PA?

RISE PA is a $396 million statewide grant program aimed at decarbonizing Pennsylvania’s industrial sector—the state’s largest source of greenhouse gas (GHG) emissions, accounting for over 30% of total statewide emissions. Funded through the U.S. Environmental Protection Agency’s (EPA) Climate Pollution Reduction Grants under the Inflation Reduction Act of 2022, this program is designed to:

  • Fund innovative projects that cut industrial emissions and lower pollution
  • Enhance Pennsylvania’s manufacturing competitiveness
  • Create thousands of good-paying jobs
  • Improve public health by reducing toxic air pollution

This program enables manufacturers to invest in new technologies, improved processes, and advanced equipment to meet regulatory requirements while enhancing productivity and long-term growth.

How RISE PA Works

RISE PA will provide grants to industrial facilities—including small, medium, and large-scale manufacturers—for projects that:

  • Electrify industrial operations by replacing fossil fuel-powered equipment with electric alternatives
  • Improve energy efficiency and optimize manufacturing processes
  • Switch to low-carbon fuels such as hydrogen and biofuels
  • Install on-site renewable energy like solar and wind power
  • Implement carbon capture and storage solutions
  • Reduce fugitive emissions from natural gas systems, oil infrastructure, and coal mining

By leveraging this historic funding opportunity, businesses can reduce energy costs, modernize operations, and contribute to a cleaner future for Pennsylvania.

Request for Proposal: Technical Assessments for RISE PA Grant Program

Catalyst Connection is inviting qualified firms or individuals to submit proposals to conduct Technical Assessments for small and medium manufacturers (SMMs) across Pennsylvania. These assessments will support industrial decarbonization efforts under the Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) initiative, a $396 million grant program funded by the U.S. Environmental Protection Agency (EPA) through the Inflation Reduction Act.

Catalyst Connection’s Role in RISE PA

As a key partner, Catalyst Connection is working to help small and mid-sized manufacturers (SMMs) access RISE PA funding and implement projects that reduce emissions while improving efficiency. Our role includes:
